The European Commission has published tariff quota allocations under the EU’s new steel safeguard measures, confirming Ukraine’s annual quota at 1.05 million tonnes. The updated system aims to tighten control over steel imports while preserving larger market access for countries with free trade agreements.
Under the new rules, half of the EU’s annual steel import quota, or 18.3 million tonnes, is reserved for free trade partners. Another 9.15 million tonnes will remain open to all trading partners. The measures take effect on July 1 and cover 26 steel product categories, reducing duty-free import volumes by an average of 47%. Any shipments above the quota will face a 50% tariff.
The quotas will be managed quarterly instead of annually, with unused volumes allowed to roll over during the first year. EEA countries are exempt, but importers must prove smelting and casting origin to prevent loopholes.
