The European Parliament’s Environment Committee has backed key changes to the Carbon Border Adjustment Mechanism, supporting its expansion to downstream steel and aluminum products. The move could bring items such as fasteners, wire, springs and household articles under CBAM coverage, creating wider compliance requirements for importers and manufacturers.
The committee also supported the creation of a Temporary Decarbonization Fund to help European industries move toward low-carbon production. The proposed fund may provide support from 2027 to 2029, earlier than the European Commission’s original timeline.
Lawmakers also pushed for stronger anti-circumvention rules to prevent companies from making minor product changes to avoid CBAM obligations. The proposal includes stricter checks on origin-based emissions values and tighter rules for online shipments.The European Parliament is expected to take up its negotiating mandate in September. For the steel sector, the development signals a stronger EU focus on carbon pricing, fair trade and industrial decarbonization.
